- Constitutional Officers
Constitutional Officers are positions created by the Constitution of Virginia and the duties for each office are prescribed in The Code of Virginia. They perform governmental duties at the local level and the local governing body must fund a portion of each budget. Each is an elected position and not appointed by the City Manager or Council, with all but the clerk having a four-year term of office. The clerk has an eight-year term.
Clerk of Circuit Court
The Circuit Court Clerk’s office is mandated with over 800 duties pursuant to the Code of Virginia many of which are highly complex and require a vast amount of knowledge and experience.
Commissioner of Revenue
The Commissioner of the Revenue is the Chief Tax Assessing Officer in the City of Hopewell and is responsible for the assessment and administration in various areas.
The Commonwealth's Attorney is a position mandated by law. Duties include representing the State in all criminal trials for crimes which occurred in the City of Hopewell jurisdiction.

The Treasurer is an elected official responsible for the collection of local taxes and fees, the custody of and accounting for those collections, and the investment of city funds.
