Community Development Block Grant

The City of Hopewell receives an annual allocation of Community Development Block Grant (CDBG) funds each year from the US Department of Housing and Urban Development (HUD). Over the years, the City has used CDBG funds for emergency home repairs and housing services, stormwater infrastructure, playground equipment, and various human services organizations, among others.

About CDBG

HUD awards CDBG funding to entitlement jurisdictions to carry out a range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities and services.

CDBG funds must be used to meet at least one of the three national objectives:

  • Benefit to low-and moderate income households; 
  • Elimination of slums and blight; or 
  • Urgent need resulting from a disaster.

The City establishes local program and funding priorities based on public input.  The Consolidated Plan describes the programs and funding priorities established locally for a five-year period. The City prepares an Annual Action Plan each year to implement the Consolidated Plan goals and objectives.

Competitive Grant Process

Each year, Hopewell allocates CDBG funding to outside agencies on a competitive basis to implement programs that address the categories of activities described above. Programs are funded based on the goals in the 5-Year Consolidated Plan and Annual Action Plan through the recommendations of the City Council appointed CDBG Committee.

Much of the success of the CDBG program lies with citizen participation and our local non-profit organizations.  Many caring citizens and community organizations help to identify programs and projects for CDBG funding.  Once the City makes funding available, these same groups and individuals work to carry out the approved programs and projects.

The next application cycle will open in Spring 2024.
